Vision & Mission

In an era of rapid globalization and shifting geopolitics, human mobility and border governance have become critical core issues. As part of the “ICCS Sub-Project III: Migration, Unequal Citizens, and Critical Legal Studies,” the “Refugee and Statelessness” Research Group is dedicated to exploring the lived experiences and identity politics of exiles, refugees, and stateless persons. Building upon established research and long-standing academic networks, our group invites scholars and interdisciplinary talents from diverse fields to participate. We aim to cultivate a professional research community characterized by interdisciplinary and cross-sectoral perspectives.

Research Agenda

Academic Research & Publication

This research group continues to promote transnational comparative and local studies, with a particular focus on the challenges faced by exiled Tibetans in India, Taiwan, and Nepal at different historical stages regarding their residence, work, and citizenship. We actively translate our research findings into books and academic papers.

International Exchange & Policy Advocacy

We actively build connections with international scholars to facilitate comparative research and dialogue. Beyond theoretical exploration, we extend our focus to institutional realities, aiming to propose concrete policy recommendations and institutional frameworks for refugee law and statelessness issues in Taiwan, thereby maximizing our academic social impact.

Social Practice & Public Awareness

This group integrates various media into social practice. Through workshops, lectures, podcasting, and film screenings, we translate complex issues of refugee and identity politics for the general public. Our goal is to enhance the visibility of these topics and spark broader public discussion and social concern.

Teaching & Talent Cultivation

Our research is deeply integrated with university curricula and research supervision, dedicated to nurturing undergraduate and graduate students who are passionate about refugees, nationality, and identity politics. By fostering a robust academic exchange mechanism, we aim to build long-term, sustainable academic capacity and a community network to inspire the next generation of border and migration researchers.

 

「難民與無國籍」 研究群

計畫主持人:潘美玲 教授

成立宗旨與願景

在全球化與地緣政治的快速變遷下,人口移動與邊界治理成為當代重要的核心議題。本研究群以「難民和無國籍」為主要研究對象,致力於探討流亡者、難民與無國籍人士在遷徙過程中面臨的生存處境與身分政治。歸屬於ICCS的子計畫三:移民、不平等公民、批判法律研究的分項計畫之一。本研究群以既有的研究成果與長期累積的學術網絡為基石,廣泛邀請國內外相關領域學者及非政府組織(NGO)共同參與,期盼能形塑出一個具備跨學科、跨部門視野的專業研究社群。

研究議程

學術研究與出版

本研究群持續推動跨國比較與在地研究,特別關注在印度、臺灣、與尼泊爾的流亡藏人在不同歷史階段面臨的居住、工作與公民身分挑戰。我們積極將研究成果轉化為專書與學術論文。

國際交換與政策倡議

我們積極與國際學者建立連結,推動跨國比較研究與交流對話。除了在學術理論上進行碰撞,本研究群更將關注視角延伸至現實的制度面,期望能進一步針對台灣的難民法或無國籍議題,提出具體的政策建議與制度設計構想,發揮學術的社會影響力。

社會實踐與公眾意識

本計畫將多元媒介介入社會實踐,透過線上工作坊、專題講座、Podcast 錄製以及影像放映等豐富形式,將複雜的難民與身分政治議題轉譯給大眾。我們期望藉此持續提升相關議題的公共能見度,引發更廣泛的社會關注與公共討論。

教學與人才培育

本研究群將學術研究與大學課程設計、研究指導深度結合,致力於培育對難民、國籍與身分政治等議題充滿熱忱的碩、博士研究生。我們期盼透過完善的學術交流機制,建立長期且穩定傳承的學術量能與社群網絡,為未來的邊界與遷徙研究注入新血。
